than the entire population of north america. if it's the second power collapse in two days in india. if there's a total blackout in delhi which has halted metro service. they are trying to evacuate train passengers. 400 million people lost power on monday when the northern power grid failed. close to home, and earthquake shook louisa virginia, this morning, 2.4 magnitude happening before 1:00 a.m. louisa county was the epicenter of last year's 5.8 quake that hit about a year ago, damaging 1000 homes and permanently closing two schools. in the district, a busy night for police. one man dead, several more sites, including two juveniles police. are searching for the gunman. john gonzalez is at police headquarters with more on the violet-eyed in. the-- in the district.

>> talking about three separate shootings in the city, all within an hour. unfortunately, we have a homicide to report early this morning. the violence started just after 11:00 last night on alabama avenue in southeast d.c. an adult male and a 16-year-old boy boats out in the leg. our cameras captured one of the victims being treated at the scene. 20 minutes later and does blocks away, a juvenile was shot in the back. he is expected to survive. detectives collected shell casings on naylor road. then last and 30 minutes later an adult male was shot in the back on brooks streets. no motives for these shootings and no arrests. that man did not live. they have no reason to believe the shootings are connected. john gonzalez reporting. >> investigators in d.c. and

featuring a teaching kitchen warehouse loading space, 13 loading docks, 100,000 square feet of space. the new center is needed to combat a growing hunger crisis in the d.c. area. the food bank is the main supplier for more than 700 pantries and nonprofits that all help the needy. pepco is giving itself high marks for howard responded to last month's deadly storm that left hundreds of thousands without power for days. in a self assessment, pepco says it responded aggressively to restore power and it moved more quickly than other utilities. company took the blame for glitches that affected service calls and its ability to tell customers when the lights would come back on. that's how they treated themselves. 6:00 hour right now. adam caskey has a look at our forecast. >> we have areas of rain over the eastern shore and lower part of the bay. nothing over southern maryland. it's of the northern neck did see about an inch last night, especially along the bay.

>> it would ban all abortions after 20 weeks. those in support of the bill say after 20 weeks the fetus can feel pain. those in opposition including congresswoman eleanor holmes norton, says the bill is a direct attack on "roe v. wade" and that the bill has been written to apply to women in d.c., she believes, because those in support don't want to draw national attention. she says those who support this bill have chosen a for procedure that would minimize. for public minimize the bill will be brought to the house for under suspension of the rules, which limits debate on the issue to only 20 minutes per side and prevents all amendments to the bill. she says if the bill is passed, it will not just affect women in d.c. but women all over the country. eleanor holmes norton says, "this bill is the key element of a state-by-state campaign to undermine a woman's right to

choose and to overturn the law of the land." this bill has a lot of strong feelings on both sides. it will be on the house floor today for a vote. as soon as we get the information about the vote and the results, we will bring it to our viewers on air and online. jummy olabanji reporting. >> the washington post reports house speaker john boehner could announce an agreement on a temporary spending bill today. that would keep the government running for the first act of the next fiscal year which starts in october. the deal calls for agencies spending to rise in the first avenue year at a pace that would not exceed the $1 trillion limit that lawmakers agreed to last summer. new this morning, investigators searching for answers after a violent night in the district. police a one man was killed and three more wounded in overnight shootings. gonzales is live the d.c. police headquarters with the latest. this involved a juvenile as
